The Problem
On March 7, 2025, the NYC Department of Sanitation (DSNY) finalized a rule forcing supplemental sanitation providers like ACE to place all collected trash in city-approved containers that ACE must purchase. This turns out to be a $5 million cost for ACE alone – a cost that will significantly impact its ability to continue regular operations.
What’s At Stake
DSNY is shifting its responsibility for keeping city streets clean onto nonprofits like ACE without the resources to cover the costs. Non-compliance means steep fines starting August 1, 2025.
DSNY’s unfunded mandate will lead to dirtier streets and increased homelessness by jeopardizing a vital community partner and the services it provides.
